Sberbank’s Crypto License Puts Trades Inside the Bank
Sberbank joined Russia’s crypto exchange register on October 12, putting bitcoin trades inside a bank app before unlicensed rails face a 2027 cutoff.
The Bank of Russia added Sberbank to its cryptocurrency exchange register on October 12, clearing Russia’s largest lender to buy and sell digital assets in its own name. The bank had joined the digital depository register on October 6 and plans to open first products on December 1.
Those products are meant to sit inside SberBank Online, SberInvestments and SberBusiness. Non-qualified buyers still face a 300,000-ruble yearly cap at each licensed firm, crypto cannot be used to pay for goods inside Russia, and from July 1, 2027 trades in the country are supposed to pass through licensed intermediaries.
Sberbank Joins the Crypto Exchange Register
The regulator published the exchange listing on October 12. Sberbank said the status lets it organize digital-currency circulation on interfaces clients already use, rather than sending them to a separate shop.
That is the point of putting the country’s largest bank on the list. A customer who already holds a ruble account does not have to open a foreign exchange wallet to buy a permitted coin. The same login that pays a utility bill becomes the place the trade is booked, recorded, and, in time, taxed.
Banks in Russia spent years warning that crypto would drain deposits and hide flows. The same institutions now want the fee for converting those flows. The central bank’s 2022 plan to outlaw domestic exchanges and keep lenders away from the asset is the background to this listing, not a contradiction the market missed.
Sberbank has been in adjacent plumbing since March 17, 2022, when it joined the register of operators of information systems that issue digital financial assets. The October exchange slot is the piece that lets it deal in bitcoin and kindred coins, not only in ruble-denominated digital rights.
Custody Came First, Trading Followed in Six Days
The two lists do different jobs. On October 6 the Bank of Russia first four exchanges and five depositories under transitional clauses of the new law. Digital depositories record and transfer digital currencies and digital rights and give clients access to the address identifiers where those assets sit. Exchange operators may buy and sell digital currencies in their own name and for their own account outside organised trading.
Sberbank entered the depository list on day one of that first wave, alongside VTB, Voltari, Cloud Infrastructure and Atomyze. The first exchange names were VTB, Zefir, Sistema Crypto and T-Invest Lab. VTB therefore held both jobs from October 6. Sberbank picked up the second job six days later.
THE TWO LISTS AND WHAT THEY ALLOW
| Register | What the firm may do | First names on October 6 | Sberbank’s date |
|---|---|---|---|
| Digital depository | Record and transfer coins and digital rights; open access to address identifiers | Sberbank, VTB, Voltari, Cloud Infrastructure, Atomyze | October 6, 2026 |
| Digital-currency exchange | Buy and sell coins in its own name, for its own account, off organised venues | VTB, Zefir, Sistema Crypto, T-Invest Lab | October 12, 2026 |
Applications opened on October 5. Existing banks can use a simplified notice route that the regulator has described as a one-business-day admission. Firms admitted this way must follow deal and accounting rules from the day they appear on a list, then bring the rest of their operations into line with the law by September 1, 2027.
The Bank of Russia’s admission rules also set a 15 million-ruble own-funds floor for exchange operators. That bar is low for Sberbank and VTB. It is the filter for smaller houses that want the same title.
One of the key elements of the new infrastructure will be a digital depository, which will maintain records of clients’ cryptocurrency rights and account for transactions outside the main blockchain.
Alexander Vedyakhin, first deputy chairman of Sberbank’s management board
Vedyakhin’s line is the custody model in one sentence. The bank will keep the owner-of-record file. Transfers can be booked on that file without a main-chain hop for every client click. Active wallets are meant to handle deposits, withdrawals and transfer orders when a client asks to move coins.
The 300,000-Ruble Retail Cap Inside the App
President Vladimir Putin signed the law on digital currencies and digital rights, Federal Law No. 282-FZ, on August 4. Core clauses took effect on September 1. The Bank of Russia now decides which coins licensed firms may offer, and it has already said non-qualified buyers should see only the most liquid names.
The retail opening is narrow on purpose. A person without qualified-investor status must pass a knowledge test, then may buy eligible coins up to 300,000 rubles a year through each intermediary. Using two licensed firms creates two separate caps. Qualified investors take the same test and then face no yearly purchase ceiling.
WHO CAN BUY WHAT UNDER THE NEW RULES
- Non-qualified buyers: Eligible liquid coins only, 300,000 rubles a year at each licensed firm, after a knowledge test.
- Qualified investors: Any coin the market admits, no yearly purchase cap, still a test.
- Domestic payments: Still banned; coins are treated as property that can be bought, sold, gifted and inherited, not as cash in a shop.
- Cross-border trade: Firms in foreign economic activity may take crypto for goods, works or services outside Russia.
The cap is per channel, so a determined retail buyer can stack limits. It still leaves ordinary clients far below the size of the grey ruble market they already use. The product Sberbank can put in the app is a supervised slice of that market, not a replacement for it.
VTB and Moscow Exchange Book the Same December
Sberbank is not racing an empty calendar. VTB deputy chief executive Vitaly Sergeichuk said the bank expects to open digital-currency access for a wide set of investors through VTB My Investments in November 2026 and through the bank’s own crypto exchange in December. VTB’s broker had already run digital-currency deals for corporate clients, with settlement through a digital depository.
Moscow Exchange is aiming at the same December 1 date. Boris Blokhin, the venue’s senior managing director for sales and business development, told reporters on October 8 that testing with professional participants had begun about a week earlier and would run until launch. He said the exchange needs no extra place on the new registers because its current licence as an organiser of trading covers the work, and that deals will use existing stock-market systems.
On December 1, we plan to provide such an opportunity to trade cryptocurrencies under the new legislation.
Boris Blokhin, senior managing director for sales and business development, Moscow Exchange
Sberbank’s press office said on October 8 that it was already testing purchases, sales, deposits and withdrawals in SberBank Online, including bitcoin, ether and Tether’s USDT, plus other widely held coins. The final menu, the bank said, depends on central-bank acts. Exact timing depends on those acts taking effect. December 1 is a target, not a switch that has already been thrown.
T-Invest Lab sits on the exchange list as part of the T-Technologies group that also includes T-Bank. Atomyze, from the same group, is on the depository list. The first licensed layer is a handful of large banks and a few specialist houses, not a long queue of startups.
Sberbank Expects Most Volume to Stay Off-Exchange
Anatoly Popov, deputy chairman of Sberbank’s management board, put numbers on the gap in a late-August interview ahead of the Eastern Economic Forum. Finance Ministry figures as of February put daily crypto turnover in Russia at around 50 billion rubles, or roughly 18 trillion rubles a year. SberCIB Investment Research’s conservative case is that about 20% of that flow, or 3.5 to 4 trillion rubles, moves onto exchanges in the first year after legalisation, equal to $46.43 billion at the top of that range.
SBERCIB’S ON-EXCHANGE VOLUME CASE
| Horizon | On-exchange estimate | What the figure assumes |
|---|---|---|
| First year | 3.5 to 4 trillion rubles | About 20% of a roughly 18 trillion-ruble yearly grey market |
| 2028 | 4.75 to 5.25 trillion rubles | A larger share still on licensed venues |
| 2029 | 7.5 trillion rubles | The top of the published path |
Popov called the path conservative because a large share of deals will keep going through crypto exchange services that bypass listed trading. He also noted that professional firms have until July 1, 2027 to obtain licences, so the first year of the law is not a finished market. The remainder, on his own math, is still the majority.
That forecast is why the Sberbank listing matters more as a pipe than as a volume event. If only a fifth of existing flow lands on licensed venues in year one, the winners are the firms that already own the customer login. Sberbank and VTB do. A standalone exchange that needs new deposits does not start from the same place.
Unlicensed Intermediaries Face a July Cutoff
The October licences are the on-ramp. The hard date sits in 2027. From July 1, 2027, cryptocurrency deals inside Russia are meant to go exclusively through licensed intermediaries, and banks are expected to refuse transfers that sit outside that channel. Unlicensed intermediation after that date is set to be treated as illegal banking. Firms already on the registers have a second clock: they must bring remaining operations into full line with the law by September 1, 2027.
The Bank of Russia keeps the live lists and the secondary acts on a public crypto-market registers and implementing rules page, with register files dated October 13. Several of those acts were still at the justice ministry when Sberbank’s testing note went out, which is why the bank keeps tying December 1 to remaining rule-making.
THE ROAD FROM THE LAW TO THE CUTOFF
- August 4, 2026: President Putin signs Federal Law No. 282-FZ on digital currencies and digital rights.
- September 1, 2026: Core clauses take effect, including the payments ban and the licensed-intermediary model.
- October 5, 2026: The Bank of Russia begins taking register applications, with a one-day notice route for some existing firms.
- October 6, 2026: First five depositories and four exchanges are admitted; Sberbank is on the depository list.
- October 8, 2026: Sberbank says it is testing bitcoin, ether and USDT in its app; Moscow Exchange names December 1 as its trading plan.
- October 12, 2026: Sberbank is added to the exchange register.
- December 1, 2026: Sberbank’s stated date for first products, if remaining central-bank acts are in force; Moscow Exchange’s stated trading date.
- July 1, 2027: Crypto deals inside Russia are supposed to run only through licensed intermediaries.
- September 1, 2027: Listed firms must finish bringing their activity into line with the law.
Until that July date, ruble peer-to-peer desks and foreign platforms that still take Russian cards or faster-payment receipts remain the fat part of the market Popov described. After it, a bank that already holds the account is the compliant path. The license Sberbank just received is how that path gets built in public, with an owner of record and a supervised screen.
Which Coins Will Sit Inside SberBank Online?
The central bank has already named bitcoin, ether and USDT as coins non-qualified investors may reach through licensed firms, inside the 300,000-ruble cap, once the relevant instruction is in force. Qualified investors may buy any coin admitted on exchange or over the counter. Sberbank’s own test set matches that retail trio and leaves room for “other popular” assets if the regulator allows them.
On October 12 the Bank of Russia also answered a direct question on its crypto-market page: USDT, identified as the foreign digital instrument “USD Tether” with ISO code L09Q657BK, may be admitted by a trading organiser to public circulation after Directive No. 7441-U takes effect. Digital currencies, the same page says, are not digital financial assets under the new law. They are a separate class with their own registers and their own caps.
WHAT WE KNOW
- Dual listing: Sberbank is on both the depository register (October 6) and the exchange register (October 12).
- Stated products: Buy, sell, deposit and withdraw, aimed at SberBank Online, SberInvestments and SberBusiness.
- Retail coins named so far: Bitcoin, ether and USDT, with the final public list still a central-bank act.
WHAT IS UNCONFIRMED
- December 1: Still a plan that the bank itself ties to remaining regulatory acts.
- Full coin menu: Testing includes “other popular” assets; the regulator, not the app, sets what retail clients can buy.
- How much flow moves: SberCIB’s 20% year-one case is an estimate, not a booking.
The December screens will show a short list and a small retail ticket. The July 2027 rule is what gives that ticket weight, because it is the date a ruble transfer that used to settle a grey trade is supposed to stop at the bank’s door.
Sberbank now has the two licences it asked for and a date on the wall. The trade that follows will be the one the central bank can see.
