Saudi Visa Routes Split Nigerian Travelers Into Two Speeds
Nigeria remains off Saudi Arabia’s nationality eVisa list, so most travellers still use an embassy or Tasheer while Western-visa holders and Saudi-airline.
Nigerian passport holders still cannot apply for a Saudi tourist eVisa by nationality, even as Riyadh lists three official ways in. The Visit Saudi portal sends people living in Nigeria to an embassy or a Tasheer office, offers a 96-hour airline stopover, and keeps visa on arrival for travellers who already hold a used UK, US or Schengen visa, or residency in those places or the Gulf.
Those are not three versions of the same ticket. They sort Nigerian travellers by the stamps they already carry.
The eVisa Nationality List Still Omits Nigeria
The official Saudi eVisa portal tells applicants whose country is missing from its permitted list to contact the nearest Saudi embassy. Nigeria is not on that nationality list. India, Pakistan, Bangladesh, Indonesia, Egypt and the Philippines are missing too. The portal’s African heading names only Mauritius, Seychelles and South Africa.
Ghana’s Ministry of Foreign Affairs, answering a rumour that Accra had been “blacklisted,” put the same architecture in writing on 6 August 2026. The eVisa, it said, is a selected list, not a continental door.
An eVisa issued through that portal is valid for one year, usually for multiple entries, with a maximum stay of 3 months. Payment does not guarantee approval, and an approved visa does not guarantee admission; a passport officer at the border still decides. Biometrics are taken on arrival. The applicant must travel on the same passport used in the application, with at least 6 months left on it.
HOW THE DOOR OPENED, AND TO WHOM
- September 28, 2019: Saudi Arabia starts issuing tourist eVisas and visas on arrival. Nigeria is not on the nationality list.
- January 2020: Holders of a used US, UK or Schengen visa gain a substitute path that does not depend on their passport’s nationality.
- 2023: Saudia and Flynas begin issuing a 96-hour stopover visa with the ticket, aimed at filling a stop in the Kingdom on the way to somewhere else.
The 2019 launch was sold as Saudi Arabia opening to holidaymakers after decades when most visitors came for Hajj and Umrah. For a Nigerian passport with no extra visa in it, the online door did not open then, and it is still shut.
A Used Western Visa Still Opens the Fast Lane
The KSA Visa tourism page, an official government site, is more precise than the “three routes” roundups. Electronic visas, it says, go to citizens of eligible countries, or to holders of Schengen, US or UK visit visas, permanent residents of the USA, EU or UK, and residents of a Gulf Cooperation Council country.
That is the fast lane for a Nigerian passport. It is not a courtesy extended to the passport. It is a courtesy extended to someone else’s visa or residence permit. The supporting visa is generally a tourist or business visa, still valid, and already used to enter the country or area that issued it, with the entry stamp available to show.
On that platform the visa fee is $80 (refundable if the application fails). A $10.50 digital services fee and a $10.50 insurance-services fee are not refundable, and the insurance premium itself depends on the provider. Processing is listed as 1 minute to 3 business days. A single-entry visa is valid 90 days; a multiple-entry visa is valid 1 year, with a 90-day stay.
GCC residency is a separate on-ramp, widely used by Nigerians living in the UAE and elsewhere in the Gulf. A residence permit there can support an online tourist application. It does not, on its own, create visa on arrival. People on that path still apply before they fly.
The three published products, once you sort who actually qualifies, look like this.

Embassy and Tasheer are one product with two counters. They feed the same Ministry of Foreign Affairs review. The Western-visa lane is a different product. The stopover is a third, and it is built around two airlines.
Embassy Applicants Pay in Naira and Wait
For a Nigerian living in Nigeria with no US, UK or Schengen visa and no Gulf residency, the remaining tourist path is a Saudi embassy, a consulate, or an authorised Tasheer office. Tasheer is the Saudi Company for Visa and Travel Solutions, the official facilitator, not a random high-street agent.
That file can come back as a single-entry visa or a multiple-entry visa valid 1 year, with stays of up to 90 days per visit. Application fees published for this channel run from ₦40,000 to ₦70,000, depending on the visa type and how fast it is processed. Medical insurance is not inside that fee. It has to be bought separately.
Applicants must be at least 18 to travel alone. Anyone under 18 may enter only with a parent, a grandparent, or a sibling who is over 18. The passport needs at least 6 months beyond the intended entry date.
PAPERS THE EMBASSY FILE ASKS FOR
- Residence proof: Evidence that the applicant lives in Nigeria.
- Money and work: A bank statement showing funds, plus proof of employment.
- The trip: A return ticket, a flight itinerary, and confirmation of where the traveller will stay in Saudi Arabia.
- Identity: A form of identification alongside the passport.
That is the slow queue, and it is the queue most Nigerian passports still join. The Western-visa shortcut is only a shortcut if the traveller already won a harder visa somewhere else.
Who Gets the 96-Hour Stopover?
The third item on the Visit Saudi menu is not a holiday visa. It is a stopover pass for people whose journey is going somewhere else and who are willing to spend up to 96 hours inside the Kingdom on the way. The visa is single entry, valid 3 months, and it cannot be stretched once the 96 hours run out.
Visit Saudi prices the visa itself as free when the ticket is on Saudia or Flynas, then adds an application fee of about $10.50 (about 39.50 riyals) and medical insurance from about $3.45 (from 13 riyals). The approved document is emailed after the booking. Saudia’s own transit page repeats the 96-hour cap, the 90-day validity, and a warning that issuance does not guarantee entry. Passport control still has the last word. The pass is one stopover per booking.
STOPOVER FIGURES ON THE SAUDI PAGES
- Time in country: Up to 96 hours, with no extension inside Saudi Arabia.
- Visa window: Valid 3 months from issue, single entry, applied for up to 90 days before travel.
- Cash besides the ticket: About $10.50 to apply and insurance from about $3.45, on top of a visa fee listed as free.
- Umrah, not Hajj: Flynas says holders can seek Umrah through Nusuk during the stop; the pass is not a Hajj visa.
Flynas narrows the offer further. Its stopover FAQ limits the e-Stopover Visa to passengers transiting from or to listed countries, among them the United States, Canada, the United Kingdom, several European states, China, Malaysia, the Maldives, Singapore, Thailand, Turkey and Mauritius. Applicants, that page says, also need proof of a valid visa for at least one of those countries. None of the named points of origin or destination is in West Africa. A Lagos-Jeddah-Lagos leisure trip is not what that FAQ is describing.
The commercial logic sits in plain sight. The US International Trade Administration, writing when the stopover visa launched, tied it to Vision 2030 and a target of 100 million annual visitors by 2030. Saudia even bundled a complimentary one-night hotel with some bookings. The cheap pass is a way to pull connecting traffic onto Saudi metal and into Saudi hotels, not a substitute for the embassy file in Abuja or Lagos.
Saudia Boarded Passengers That Qatar Turned Away
The published Saudi pages and the departure gate have not always agreed. In July 2026, Nigerian travellers using UK residency or a used Western visa found that some foreign airlines would not board them toward a visa on arrival, even when they carried the documents the KSA Visa page describes.
A Nigerian family flying from Heathrow on UK skilled-worker permission said Qatar Airways refused them, treated them as immigrants rather than permanent residents, and showed a list of 14 nationalities. Saudia issued boarding passes the same afternoon. In Riyadh they received one-year multiple-entry visas on arrival. An aviation worker asked IATA to push Saudi immigration to update carrier visa pages, because the argument had reached the point of denied boarding.
The 14-country list circulating in those queues is not the same thing as the official eVisa nationality list, and it has not been published as a Saudi law on the tourism visa pages. What is visible is a carrier practice that is tighter than the government form.
WHAT WE KNOW
- Nationality eVisa: A Nigerian passport, on its own, is not on the tourist eVisa permitted list.
- Substitute path: The KSA Visa tourism page still lists used Schengen, US and UK visit visas, plus US, EU or UK permanent residency and GCC residency, as eVisa routes.
- Default path: Residents in Nigeria without those credentials still use an embassy, consulate or Tasheer office.
WHAT IS UNCONFIRMED
- The 14-country board: Whether some airlines’ refusal to board Nigerian passports for visa on arrival is an unpublished Saudi instruction or a carrier rule of their own.
- Every airport, every airline: Whether a traveller who cleared Saudia from Heathrow would be boarded the same way on a different carrier or from Lagos.
If the Western-visa lane is the plan, the practical filter is the airline that has to accept the risk of a passenger being turned back. Saudi carriers have been the ones willing to carry that risk. A non-refundable ticket on a carrier that will not board the case is a donation, not a plan.
Three African Passports Made the Cut
The nationality list is global, and Africa’s share of it is three names. Mauritius, Seychelles and South Africa sit inside a programme Ghana’s foreign ministry counted at 66 countries, weighted toward G20 states, North America, the European Union and selected high-income Asian economies.
Presently, only South Africa, Mauritius and Seychelles are among the African countries eligible for the programme.

That is why a “visas open to Nigerians” headline can be true and still mislead. Routes exist. The online nationality route does not. South African passports get a form a Nigerian passport does not. A Nigerian who already holds a used Schengen visa, a US visa, a UK visa, or Gulf residency gets a form a neighbour without those stamps does not.
Tourist and Umrah travel on a tourist visa are different from Hajj, which remains a separate quota. The tourist pages say Umrah is possible on a tourist visa outside Hajj season; Hajj is not. The stopover pages say the same in shorter form. Anyone treating a 96-hour pass or a tourist eVisa as a Hajj document is reading the wrong page.
Open the Portal Before You Buy the Ticket
Visit Saudi tells travellers they can check current entry rules on its visa regulations pages before they spend on flights. The KSA Visa tourism page is the cleaner statement of who may use the electronic form. Flynas and Saudia each state their own stopover terms, and they are not identical.
A Nigerian resident with no qualifying Western visa and no Gulf residency is still an embassy or Tasheer applicant, paying in naira, waiting on a Ministry of Foreign Affairs review, and buying insurance on the side. A Nigerian who already holds the right foreign visa or residency can use the electronic form or, if the carrier cooperates, the arrival desk. A passenger connecting on Saudia or Flynas can chase the 96-hour pass, with Flynas’s country list in mind.
Saudi pages still send a Nigerian passport without a qualifying Western visa or Gulf residency to an embassy or Tasheer office. The 96-hour document is issued with a Saudia or Flynas ticket, not at a visa window in Lagos.
