PEGI Age-Gates EA Sports FC 27 for Paid Packs
EA Sports FC 27 is PEGI 16 in Europe over Ultimate Team packs, a shop age gate the ESRB still refuses, while older digital games are being moved up too.
EA Sports FC 27 is rated PEGI 16 in Europe because Football Ultimate Team sells paid random player packs. Last year’s edition sat at PEGI 3, as did the FIFA-branded games before it.
The matches did not pick up blood or strong language. The 16 follows the packs, and in UK shops that number is a legal age gate on a family football game.
The ID Check at the Football Counter
A 14-year-old who walked into a high street shop and bought EA Sports FC 26 with birthday money cannot legally be sold a boxed copy of EA Sports FC 27. The Games Rating Authority, which runs PEGI in the UK, treats PEGI 12, PEGI 16 and PEGI 18 games supplied on disc or cartridge as age-restricted goods. PEGI 3 and PEGI 7 stay advisory.
That is the second punch of the new sticker. Ultimate Team still hands out random player cards for FC Points, and the PEGI listing for EA Sports FC 27 spells out FC Points, a season pass and player packs. The listing for EA Sports FC 25 still says the older game has “no rating issues.”
Parents can still buy the new one and hand it over. Shops cannot sell the physical copy to anyone under 16, and trading standards can treat a sale as an underage supply. The football on the pitch is the same annual sim. The till is not.
Digital storefronts sit in a gap the physical law does not cover. The Games Rating Authority says there is no matching criminal rule for a download, which is why console and phone pins now do the work the shop assistant used to skip on a PEGI 3 football game.
PEGI Tied Packs to a 16 Band in June
On 12 March 2026 in Brussels, PEGI said it was adding new categories to its classification criteria to cover online interaction risks. Newly submitted games have been judged on those rules since June 2026. Paid random items, PEGI’s term for loot boxes, card packs and gacha pulls, now default to PEGI 16. Social casino games can go to PEGI 18.
Dirk Bosmans, director of PEGI, said the body wanted advice that “better reflects the overall experience that players can expect.” PEGI built the rules with Germany’s USK, which made a similar shift in 2023. Elisabeth Secker, managing director of USK, said at least one of the new German tests applied to about 30% of games submitted after that change, and around 1 in 3 of those games received a higher age rating.
PEGI already printed an in-game purchases icon and a paid random items notice. From June those features can move the age band, not only the small print.
THE NEW INTERACTIVE RISK BANDS
- Paid random items: Packs, gacha pulls and keys that hide the reward until after you pay default to PEGI 16, and social casino titles can be PEGI 18.
- Limited offers: Time-limited or quantity-limited purchases, including many battle passes, sit at PEGI 12, or PEGI 7 if spending tools are off by default.
- Play by appointment: Daily quests and login streaks sit at PEGI 7, and titles that punish a missed session sit at PEGI 12.
- Open chat: Games with communication and no block or report tools sit at PEGI 18.
EA Sports FC 27 also sells a season pass and timed pack drops, which on their own would land at PEGI 12. Paid random items outrank that band, so the box shows PEGI 16. PEGI’s own labels page defines those items as offers where players do not know exactly what they are getting before they pay, bought with real money or with currency that itself was bought with real money.
What a PEGI 16 Rating Means in UK Shops
PEGI 16 is a recommendation in some countries and a hard retail rule in others. In the UK it is the latter for a boxed game. Under the Video Recordings Act 1984 it is illegal for a retailer to sell a video game with a PEGI 12, PEGI 16 or PEGI 18 rating to a person who has not reached that age. Staff are told to ask for proof of age. A conviction can bring a fine or a prison term.
The 16 does not make it a crime for a younger child to play a copy a parent already bought. It stops the under-16 sale of the physical product, and it feeds the age gates that PlayStation, Xbox, Nintendo and phone stores already read from PEGI.
HOW THE SAME FOOTBALL GAME IS RATED
| Edition and board | Age rating | What drives it | UK physical sale |
|---|---|---|---|
| EA Sports FC 25, PEGI | PEGI 3 | No rating issues on content | Unrestricted |
| EA Sports FC 26, PEGI | PEGI 3 | Rated before the June 2026 rules | Unrestricted |
| EA Sports FC 27, PEGI | PEGI 16 | Paid random items in Ultimate Team | Illegal under 16 |
| EA Sports FC 27, ESRB | E for Everyone | Sports content; purchases as a notice | Not a UK PEGI sale |
Germany’s USK had already lifted the series from a USK 0 to a USK 12 over purchases and play-by-appointment features. PEGI went further on the packs themselves. Europe is not even on one number. North America is on another.
Pokémon Go Joins the October Re-Rate
EA Sports FC 27 was a new submission after June, so it shipped on 25 September 2026 already holding PEGI 16, with seven-day early access from 18 September for the dearer editions. The fresh move in October is behind that launch. PEGI is now walking the same 16 backward through games that are still on storefronts.
THE PEGI LOOT BOX TIMELINE
- 12 March 2026: PEGI in Brussels adds interactive risk categories and sets paid random items at a default PEGI 16 for new submissions from June.
- June 2026: Newly submitted games, including EA Sports FC 27, are assessed on the expanded rules.
- 25 September 2026: EA Sports FC 27 launches at PEGI 16, while EA Sports FC 25 and EA Sports FC 26 remain PEGI 3.
- October 2026: PEGI begins moving selected existing digital-only games still at PEGI 3, 7 or 12 that sell paid random items up to PEGI 16.
Starting in October 2026, PEGI began updating the age ratings of a selection of existing games. Digital-only titles still marked PEGI 3, 7 or 12 that sell paid random items move to PEGI 16, with the descriptor Paid random items. The pass covers games rated through PEGI Classic and through the International Age Rating Coalition. Storefronts that use PEGI have to refresh listings, and publishers have to refresh ads. PEGI has not issued a full public inventory of every title in the queue.
Online games can remain available and updated for a very long period of time. To avoid that our age ratings over time become inconsistent, we decided to perform this update. This update ensures that when older games remain popular into the future, they reflect PEGI’s current age rating standards.
Dirk Bosmans, Director of PEGI
Connor Hinde, policy manager at the Games Rating Authority, said on LinkedIn that the GRA had begun applying the updated tests to selected existing digital products, and that the pass would run through October. Listings for Pokémon Go and Zenless Zone Zero have already shown the new PEGI 16 band. Mobile stores have also moved some other pack-led Pokémon titles.
Storefronts are not waiting for a press tour. On 9 October 2026, Fortnite Status said islands with paid random items “became unavailable in some regions after PEGI and IARC updated their rating criteria,” then parked those islands at a 12 rating for a few days while Epic reworked the systems. A football box with a 16 in the corner is the version of that rule parents can see on a shelf.
ESRB Leaves the Same Game at Everyone
North America did not copy the age jump. The ESRB page for EA Sports FC 27 lists it as rated E for Everyone by the ESRB, with notices for user interaction and in-game purchases that include random items, and with no content descriptors for violence or language. Platforms on that page include Windows PC, PlayStation 4, PlayStation 5, Nintendo Switch, Nintendo Switch 2, Xbox One and Xbox Series.
An ESRB spokesperson said in March that the board’s research found parents want a clear warning about chat and real-money spending, “but that it could be confusing if non-content related features influence rating category assignments.” The board said it had no plan to let those features move the age letter.
So the same annual football release is Everyone in the United States and PEGI 16 in Europe. The split is not about tackles. It is about whether a random pack is part of the age decision or a label stuck next to it. Ultimate Team players have been making a sharper claim for years: pack odds already feel like a bet, and some of them wanted 18, not 16. PEGI set 16 as the default floor and left 18 for social casino games. The July reveal of the FC 27 sticker was widely misread as a warning that the matches themselves had turned adult. They had not.
A $714 Million Start Built on Packs
Electronic Arts did not strip Ultimate Team when the rating moved. The mode is still the commercial engine of the series. Alinea Analytics estimates EA Sports FC 27 sold 7.9 million copies on PlayStation, Xbox and Steam and took in $714.1 million in under three weeks, 14% more than EA Sports FC 26 in a matched window. PlayStation accounted for 77.1% of those copies.
FC 27’S OPENING HAUL
- Copies sold: Alinea Analytics puts the PlayStation, Xbox and Steam total at 7.9 million in under three weeks.
- Revenue: The same tracker puts platform revenue at $714.1 million, 14% above EA Sports FC 26 in a matched window.
- Pack spend: In-game purchases added $86.4 million, 12.1% of that opening haul, with the rest still in the first weeks of a year-long pack calendar.
- PlayStation share: 77.1% of those copies sat on PlayStation, so a European store PIN hits the platform that already carries most of the audience.
PEGI’s code still tells signatories that paying for random items should never be essential to play, and the older FC 25 listing told parents the game could be played without buying packs. Electronic Arts has said the same of Ultimate Team. Competitive FUT is still faster if you buy. That is why a PEGI 16 on the box is a gate around a mode EA has no plan to remove.
Belgium already bans loot boxes outright. The UK government has not folded them into the Gambling Act. PEGI’s answer is an age band instead of a product ban, which leaves the packs in the game and moves the child off the product unless an adult buys it or lifts a pin.
Kids Who Played FC 26 May Hit a Wall
Households that set a console cap at PEGI 7 or PEGI 12 so a child could play last year’s football game can now see EA Sports FC 27 blocked on the same login. Dutch PEGI guidance for parents makes that point in plain terms: a child allowed FC 26 may be locked out of FC 27 until an adult raises the cap. The conversation at home is no longer “is this too violent.” It is “are we allowing paid random packs.”
Physical copies still need an ID at the counter. Downloads still need a parent who notices the pin. Older digital-only games with the same pack logic are picking up the same 16 through October, on storefronts that already treat PEGI as a switch. EA Sports FC 27 is the copy you can hold, with Kylian Mbappé on the front and a 16 in the corner, while the ESRB copy of the same football game still says Everyone.
