Brazil Left Israel’s Ambassador Chair Empty as Trade Held
Brazil never answered Gali Dagan’s agrément, so Israel withdrew him. A chargé runs the embassy while farm trade still flows.
Israel withdrew Gali Dagan as its proposed ambassador to Brazil on August 25, 2025, after Brasília left his agrément request unanswered. The Foreign Ministry said ties would now run “at a lower diplomatic level.”
The chair in Brasília is still empty. A chargé runs the embassy. Fertilizer, beef, soy, and coffee still move. The fight lives in the palace track, not in the cargo book.
Brazil Never Answered the Agrément Request
Jerusalem named Dagan in January 2025 to succeed Ambassador Daniel Zonshine, whose term ended in July 2025. Host countries must grant agrément, a formal written OK, before an ambassador can present credentials. Brazil did not reject the name in writing. It did not answer.
Israel’s Foreign Ministry said that “after Brazil, unusually, refrained from replying to Ambassador Dagan’s request for agrément, Israel withdrew the request.” It added that it would not send another name. That is how a silent file becomes a downgrade.
Agrément is the quiet gate of ambassadorial diplomacy. A public veto is rare because it forces a row into the open. Leaving a request unanswered is the usual way to say no without putting the no on paper. Celso Amorim, a former foreign minister who advises President Luiz Inácio Lula da Silva, later described the method in those terms.
There was no veto. They asked for an agrément and we did not give it. We simply did not respond. They understood and withdrew. They humiliated our ambassador there, publicly. After that, what did they expect?
Celso Amorim, special adviser to President Lula
Amorim also said Brazil wants a decent relationship with Israel and will not stay quiet about Gaza. The two claims now sit in the same policy: keep the embassy building open, keep the ambassador’s office dark.
The Envoy Who Never Sat
Dagan is a career officer, not a political import. He joined the Foreign Ministry in 2006, served as deputy chief of mission in Lima, then worked NATO and political-economic files in Brussels and Jerusalem. He was ambassador to Colombia from 2022 to 2024, a posting that ended when Bogotá broke relations with Israel.
Brazil was meant to be the next full embassy. The agrément sat from January to August 2025. When Jerusalem pulled the request, it did not park him. The ministry’s Peru mission now lists him as posted as ambassador to Peru, with Bolivia as a non-resident account. The man Brazil would not seat is already at work in another capital.
That path undercuts the idea that the nomination was a throwaway. Israel put up a Latin America specialist who already knew the region, then accepted a vacant Brasília post rather than bargain the name.
A Chargé Keeps the Embassy Open
The Israeli embassy in Brasília did not close. It dropped a rank. Rasha Athamni arrived on October 6, 2025, as chargé d’affaires after Zonshine left and Dagan never landed. The mission’s own site still carries a chargé d’affaires listed in Brasília, heading the political and economic section. The same page presents her as the first Muslim woman to serve as a diplomat of the State of Israel.
She is the working channel. In May 2026, Itamaraty, Brazil’s foreign ministry, summoned her over a video of intercepted flotilla activists. That is not ambassador-to-minister traffic. It is still a live wire. A vacant ambassadorship is not the same as a shuttered mission, and posts that recast the freeze as an expulsion skip that distinction. Brazil did not throw an Israeli ambassador out. It declined to let the next one in, and the last one finished his term.
The embassy has spent the year on the people Jerusalem called “circles of friends”: Congress events, city visits, culture and business calls that do not need a full ambassador’s credentials. In August 2026 it posted Athamni’s swing through Rio de Janeiro in those terms.

Why Brazil Withheld Gali Dagan’s File
Brasília sat on Dagan’s agrément because the political file had already cracked in February 2024 and neither side repaired it. Lula compared Israel’s Gaza campaign to Hitler, Israel declared him unwelcome, and Brazil pulled its ambassador. The unanswered agrément was the delayed paperwork on that break, not a separate quarrel about Dagan’s résumé.
THE RUPTURE FROM ADDIS ABABA TO BRASÍLIA
- February 18, 2024: In Addis Ababa, Lula says the Gaza campaign “isn’t a war, it’s a genocide,” and that the only parallel is “when Hitler decided to kill the Jews.”
- February 19, 2024: Foreign Minister Israel Katz summons Brazilian Ambassador Frederico Meyer to Yad Vashem, tells him Lula is persona non grata until he retracts and apologizes, and Prime Minister Benjamin Netanyahu says Lula has “crossed a red line.” Brazil summons Israeli Ambassador Daniel Zonshine and recalls Meyer.
- May 29, 2024: Brazil formally removes Meyer from the Tel Aviv post. No replacement ambassador is named. A chargé holds the Israeli mission in reverse.
- January 2025: Israel asks Brazil to accept Gali Dagan as the next ambassador in Brasília.
- July 2025: Zonshine’s term ends. The Israeli embassy in Brasília is already heading toward a chargé.
- August 25, 2025: Israel withdraws Dagan’s agrément request and says relations will run at a lower diplomatic level, while it “continues to maintain deep ties with Israel’s many circles of friends in Brazil.”
Katz staged the Meyer meeting at Yad Vashem with cameras present, a setting Brazilian diplomats treated as a public shaming. Meyer, who does not speak Hebrew, stood through a statement he could not follow. Amorim still points to that morning as the reason Brasília would not do Israel the courtesy of a written yes. Lula has not retracted the Hitler line. Israel has not lifted the persona non grata label. The agrément silence is those two facts, typed into protocol.
Brasília Used This Silence Before
The method is not new. In 2015, under President Dilma Rousseff, Brazil left unanswered Israel’s bid to send Dani Dayan, a former chairman of the Yesha Council of West Bank settlements. Officials in Brasília said a yes would look like a blessing on the settlement enterprise, and they were angry that Jerusalem announced the name before asking. Israel held the nomination, then folded.
TWO SILENT AGRÉMENTS
| Year | Nominee | Brazilian president | How it ended |
|---|---|---|---|
| 2015 to 2016 | Dani Dayan | Dilma Rousseff | Nomination withdrawn; Dayan sent to New York as consul general in March 2016 |
| 2025 | Gali Dagan | Luiz Inácio Lula da Silva | Nomination withdrawn on August 25, 2025; no successor named for Brasília |
The 2015 fight was about the nominee. The 2025 fight is about the president. Dayan was a settler leader Brazil would not host. Dagan is a standard career envoy who had already done Bogotá. What changed is the political weather after October 7, 2023, and after Lula’s Addis Ababa remarks. Same tool, heavier payload: this time Israel did not offer a replacement name.
The Trade That Outlasted the Ambassadors
Cargo did not follow the diplomats down. The Brazil-Israel Chamber of Commerce, using MDIC ComexStat books, still treats the corridor as a farm-and-inputs match: Brazil sells food, Israel sells the stuff that grows it. Ricardo Berkiensztat, who heads the São Paulo Jewish federation, put the same point in farm language, saying the economies fit because Israel needs Brazilian agriculture and Brazil uses Israeli farm technology.
WHAT STILL CLEARS CUSTOMS
- The 2025 book: Brazil-Israel Chamber trade figures put the year’s two-way flow at $1.9 billion.
- The inbound share: About 50 percent of what Brazil buys from Israel is potassic and phosphatic fertilizer, the chamber says, with drip irrigation and other farm tech around it.
- The outbound mix: Frozen beef, soybean meal, and coffee lead what Brazil sends the other way.
- The legal floor: A Mercosur-Israel free trade deal has been in force since 2010.
A December 2025 AtlasIntel poll of 1,812 adults, done for StandWithUs Brazil, found 64 percent wanted Brasília closer to Israel, with a margin of error of 2 percent. That is not a foreign ministry brief. It is a domestic split the palace does not own, and it is why Israel’s statement about “circles of friends” was more than a polite line. Evangelical voters, the Jewish community in São Paulo and Rio, and the farm belt are the people who still take the meetings.
CHANNELS THAT NEVER NEEDED AN AMBASSADOR
- The chargé: Athamni runs political and economic work from the Brasília embassy and still gets called in by Itamaraty.
- The farm corridor: Fertilizer one way, beef, soy, and coffee the other, under the 2010 Mercosur deal.
- Congress and cities: The embassy works memorial sessions and local partnerships that do not wait on credentials.
- Community groups: Jewish federations and the bilateral chamber keep the business calendar even when the palace file is frozen.
André Lajst, who runs StandWithUs Brazil, called the agrément refusal another step that isolates Brasília from a partner it still needs in trade and technology. The government can live with that criticism. It has not moved to cut the fertilizer bill.
Lula Took the Charge Back to the UN
The palace track kept hardening while the cargo track stayed open. In July 2025 Brazil joined South Africa’s genocide case against Israel at the International Court of Justice. In the same stretch it left observer status at the International Holocaust Remembrance Alliance, a body it had joined in 2021 under Jair Bolsonaro. Foreign Minister Mauro Vieira, in answers to Congress, said Brazil notified the IHRA secretariat in July 2025, on the 18th. He signed the decision himself.
Vieira told deputies the 2020 accession letter had formal defects and no budget line for dues, and that IHRA’s working definition of antisemitism should not be used to block criticism of Israeli conduct in Gaza and the West Bank. He said he expected no diplomatic cost from leaving. He also pointed to Law 14.938, signed on July 30, 2024, which set April 16 as Brazil’s National Holocaust Remembrance Day. The legal argument and the Gaza argument travel together in that letter.
On September 22, 2026, Lula took the same charge to New York. In his address to the UN General Assembly he said generations of Palestinians will carry the pain of a genocide of women and children by the Netanyahu government in Gaza, and that Israeli civilians paid for Hamas’s terrorist attacks. The Hitler comparison from Addis Ababa was not repeated that morning. The genocide word was.
Generations of Palestinians will carry the pain and trauma left by the genocide of women and children perpetrated by the Netanyahu government in Gaza.
Luiz Inácio Lula da Silva, President of Brazil, UN General Assembly, September 22, 2026
After that speech, posts again claimed Brazil had just expelled Israel’s ambassador. The mission’s own page still listed a chargé. Dagan was in Peru. Zonshine’s term had been over for more than a year. The ambassador’s chair in Brasília was empty because Brazil never answered the agrément, and Israel stopped asking.
