Kalshi Funds Perpetual Futures Without a Bitcoin Sale
Kalshi Prime will lend against bitcoin held at BitGo so traders can margin CFTC perpetual futures without selling coins.
Kalshi Prime will let eligible clients borrow against bitcoin, ether and GENIUS Act-compliant stablecoins held at BitGo to fund perpetual futures margin. The cash comes from Kalshi Katalyst, a lending affiliate, while the coins stay in BitGo Bank & Trust and the futures trade on Kalshi’s CFTC-regulated exchange.
The arrangement was described on October 21, 2026. That was the same day the Office of the Comptroller of the Currency issued a final GENIUS Act rule, and a day after Webull set a November start for Kalshi-listed perps.
Kalshi Katalyst Lends Against Coins BitGo Holds
Kalshi Prime is the company’s U.S.-registered futures commission merchant, the unit that takes customer orders and holds margin. Katalyst, sitting next to that unit, is the lender. BitGo Bank & Trust holds the pledged coins. The borrower keeps ownership and uses the loan to meet margin on perpetual futures, which have no expiry as long as margin is posted.
Eligible collateral is bitcoin, ether and stablecoins treated as compliant with the GENIUS Act. Kalshi Prime CEO Jeff Bandman said more custodians are expected to join as the lending network grows. Loan-to-value ratios, interest rates and the point at which pledged coins would be sold were not published with the announcement.
THE THREE-PARTY LOAN
| Party | Role | What it holds |
|---|---|---|
| Kalshi Prime client | Borrower | Keeps ownership of pledged coins |
| Kalshi Katalyst | Lender | Issues the loan used as futures margin |
| BitGo Bank & Trust | Custodian | Holds bitcoin, ether and eligible stablecoins |
| KalshiEX and Kalshi Klear | Exchange and clearinghouse | Lists and clears the perpetual contract |
BitGo is not a new name in this stack. The firm, founded in 2013, said on December 13, 2025, that the OCC had given full approval to convert BitGo Trust Company, a South Dakota trust, into a federally chartered national trust bank named BitGo Bank & Trust, N.A. That charter lets it custody digital assets under federal oversight and carry up to $250 million of insurance on qualified custody.
The Same-Day Stablecoin Rule Kalshi Already Priced In
Kalshi did not wait for the GENIUS Act’s start date to name those dollars as margin. The Guiding and Establishing National Innovation for U.S. Stablecoins Act became law on July 18, 2025. The OCC’s final rule to implement the GENIUS Act went out on October 21, 2026, the same date as the loan news. Both the statute and the rule take effect on January 18, 2027.
Treasury Secretary Scott Bessent, in the OCC release, compared the Act to the National Currency Act of 1863 and said it sets a federal frame for payment stablecoins. Comptroller Jonathan V. Gould said the rule carries that frame into practice for issuers the OCC supervises, with Bank Secrecy Act and sanctions pieces still to come in a later joint rule with Treasury.
BitGo had already moved toward that clock. On October 20, 2026, the firm’s own account described a Stablecoin-as-a-Service package for banks and companies that want issuance, custody, reserves, and mint-and-burn tools built around U.S. licensing, including the GENIUS Act. Kalshi’s collateral list now treats those compliant tokens as cash-like pledges beside bitcoin and ether, months before the criminal prohibition on unlicensed U.S. issuance actually bites.
Why Large Bitcoin Holders Were Trading Somewhere Else
The loan is aimed at people who already sit in coins and will not sell them to fund a futures account. Bandman said the design was built for crypto-native traders who already use unregulated offshore perpetual venues, and for large holders who would rather not sell bitcoin to post margin. He also flagged demand from businesses, including Latin American firms that run operations on U.S. dollar stablecoins.
What we wanted to do was make it possible for customers to stay in crypto
Jeff Bandman, CEO, Kalshi Prime
WHO THE CREDIT IS FOR
- Coin holders: Investors who want futures exposure without a spot sale of bitcoin or ether.
- Offshore perp desks: Crypto-native traders Bandman said already sit on unregulated perpetual venues.
- Stablecoin operating companies: Firms, including Latin American businesses, that keep working capital in dollar tokens rather than bank deposits.
That pitch collides with a gap Kalshi has already named. Blockchain-based rivals have long taken whales who prefer to keep capital in digital assets, and the two platforms have been building perpetual products since spring. In August, Bandman told an interviewer that Kalshi was looking at more flexible collateral, naming corporate bonds, stablecoins and money-market funds, subject to approval. Bitcoin and ether are the harder version of that idea: the inventory itself becomes the credit line.
Webull Puts Kalshi Perps on a November Clock
The BitGo credit line is an institutional Prime product. The retail pipe is separate. On October 20, 2026, Webull said it would roll out perpetual futures in November to eligible U.S. customers, starting with bitcoin and other crypto, on KalshiEX and cleared through Kalshi Klear. Access starts with people already approved for futures in existing Webull Futures accounts, with a wider opening expected before year-end.
Perpetual futures have become a significant part of global derivatives markets, with annual volume reaching more than $90 trillion in 2025. As this market continues to grow, we believe U.S. investors should have access to perpetual futures through a regulated platform they already know and trust, bringing a product with significant global adoption into the U.S. regulated futures market.
Anthony Denier, Group President and U.S. CEO, Webull statement, October 20, 2026
Webull Corporation said it serves more than 29 million registered users across 18 markets. The perps will not go to that whole base. They open only for eligible U.S. futures customers, sit beside other futures in the same account, and carry automatic liquidation if margin falls below maintenance. Tanmay Sheth, managing director of the FCM, futures and prediction markets at Webull, said the brokerage intends to show margin, funding rates, leverage and liquidation levels in one place.
Those two pipes do different jobs. Katalyst credit is for Prime clients who already hold coins at BitGo. Webull is a distribution deal that puts Kalshi’s listed perps in front of a brokerage book that already trades stocks, options, crypto and event contracts. Together they give Kalshi a banked collateral channel and a retail screen for the same contract class.
28 Perpetual Markets on One May Order
The lending news sits on a short regulatory clock. KalshiEX submitted the BTCPERP contract on May 28, 2026, under CFTC Regulation 40.3. On May 29, the Commission approved KalshiEX’s BTCPERP contract as a futures contract referencing bitcoin’s spot price, in Release Number 9240-26. The order said the design complies with the Commodity Exchange Act and designated-contract-market core principles, and it warned that perpetual contracts may not be suitable for all asset classes.
THE PERP BUILD
- May 29, 2026: The CFTC issues an order approving KalshiEX’s BTCPERP bitcoin perpetual as a futures contract.
- Early June 2026: The bitcoin perpetual goes live on Kalshi, with ether and other crypto contracts following in the same buildout.
- September 2026: Kalshi adds gold and silver perpetuals and a further batch of crypto contracts, and Kalshi Klear asks the CFTC for margin trading on selected event contracts.
- October 6, 2026: Kalshi launches a US500 stock-index perpetual, the first stock-index perp it has listed in the United States.
- October 20, 2026: Webull sets a November start for Kalshi-listed crypto perps for eligible U.S. futures customers.
- October 21, 2026: The OCC issues its GENIUS Act final rule, and Kalshi Prime’s Katalyst loans against BitGo-held coins are described.
- November 2026: Webull begins rolling out those perps, with a wider opening expected before year-end.
Kalshi has also filed to list oil and U.S. equity perpetuals, which still need regulatory sign-off. The live book is already broader than bitcoin. DefiLlama’s Kalshi perps page on October 22, 2026, counted 28 markets and a 24-hour perpetual volume of $1.198 billion, up 9.39% from the prior day, with open interest of $51.82 million. Bitcoin accounted for $340.47 million of that 24-hour total and ether for $131.57 million.
CME Is Still in Court Over Bitcoin Perpetuals
The CFTC treated BTCPERP as a futures contract. CME Group did not. CME sued on June 18, 2026, in the U.S. District Court for the District of Columbia, asking the court to vacate the May 29 approval and to treat crypto perpetuals as swaps because they have no fixed delivery date and use funding payments instead of expiry. The CFTC has asked the court to dismiss the case for lack of standing.
WHERE EXPERTS DISAGREE
- CME Group: A contract with no fixed expiry, funding payments and no delivery duty meets the Commodity Exchange Act definition of a swap, not a future, so the May 29 order should be thrown out.
- The CFTC: BTCPERP complies with the Act and designated-contract-market rules as a cash-settled future on bitcoin’s spot price; the agency says CME has not shown legal standing to unwind that order.
- CME’s own tape, as cited by the CFTC: CME bitcoin futures activity was higher after the May order than before it, and CME executives have said institutional demand for perpetuals has not shown up on their screens.
That fight is not a side case for Katalyst. If a court later recasts these contracts as swaps, the FCM, the clearinghouse and the BitGo-pledged margin would sit under a different statute than the one Kalshi has been building on since May. As of the mid-October filings, the court had not ruled on the motion to dismiss.
Collateral That Falls With the Trade
Keeping the coins is the marketing line. The risk is that the coins and the futures are the same bet. A loan against bitcoin that funds a bitcoin perpetual leaves the pledged asset and the trade exposed to one price. If bitcoin falls, the collateral shrinks while a long futures book loses money, and both legs can demand cash at once. That is leverage stacked on the same underlying, not a hedge.
KALSHI PERPS ON OCTOBER 22
- 24-hour volume: $1.198 billion in USD perpetuals, per DefiLlama, across 28 markets.
- Open interest: $51.82 million, a thin book beside that volume, which means positions turn over fast.
- Bitcoin share: $340.47 million of the 24-hour total, with ether at $131.57 million.
- Missing terms: Katalyst has not published loan-to-value, rate, or pledged-coin liquidation levels.
Webull’s own release is blunt about the futures leg: positions face periodic funding and automatic liquidation if margin drops below maintenance, and the contracts are not suitable for every customer. Sheth’s promise of clear leverage and liquidation figures is the retail version of a problem Prime clients will meet on the loan side. Until Katalyst prints those numbers, the “stay in crypto” offer is a structure without a price.
Bandman is playing for a book that used to live offshore, where perpetual venues have long taken coins as collateral and offered more gear than a CFTC book will stomach. Kalshi’s wager is that a national trust bank, a registered FCM and a designated contract market are enough to pull that flow onshore if the coins never have to hit the bid. The next test is whether eligible Prime clients actually pledge BTC and ETH at BitGo, and whether Webull’s November screen turns Kalshi’s 28 markets into something thicker than a $51.82 million open-interest book.
