Egypt’s state meteorological authority put Saturday’s high in South Upper Egypt at 42 degrees Celsius, hot enough that the humidity adds nothing extra: the forecast and the felt heat are the same number. Greater Cairo climbs to 36, feeling like 38, under hot and humid daytime conditions that the Egyptian Meteorological Authority (EMA) says will hold across most of the country.
It is one more entry in a summer of heat waves the EMA started flagging back in June. And it lands in the middle of a costlier gamble: Cairo’s promise that this is the year the national power grid does not crack under the load.
Cairo Hits 36 as Upper Egypt Pushes Toward 42
Saturday’s bulletin describes warm, humid mornings giving way to hot, humid afternoons nationwide, with the north coast staying relatively milder and nights turning mild to warm. Humidity is adding 2 to 4 degrees Celsius to how the air actually feels, the EMA said, which is why a 36-degree reading in Cairo registers as 38.

Away from the thermometer, the forecast carries its own list of small hazards. Light to moderate mist is expected between 4 a.m. and 8 a.m. over northern Egypt, Greater Cairo, the Canal cities, central Sinai and North Upper Egypt, and it could turn dense on some roads. Winds of 30 to 35 km/h are forecast off the northwestern coast and northern Nile Delta, which should help cool nights down, while beaches at El Salloum, Marsa Matrouh, El Alamein, Alexandria, Baltim and Port Said were warned of rougher seas, with waves building to 1.5 to 2 meters.
A Pattern the Forecasters Called Back in June
This is not a surprise to the EMA itself. In mid-June, the authority warned that Egypt would face consecutive heat waves running through June, July and August, some stretching up to 10 days, driven by hot air masses moving in from the Arabian Peninsula and humidity riding in off the Mediterranean.
The season has mostly followed that script. Aswan was forecast to hit near 48 degrees on a single day in mid-May, months before summer’s official peak. By late June, the Climate Change Information Center at the Agricultural Research Center, working with the EMA, warned of a fresh two-week heat wave beginning that Friday and running until July 9, with three separate phenomena stacking on top of each other: back-to-back heat waves, heavier solar radiation and rising early-morning humidity. By July 12, the EMA was reporting felt-like temperatures of a blistering 49 degrees Celsius in Luxor and Aswan.
Cairo’s own week-to-week forecasts have tracked the same rhythm, including a Tuesday outlook that paired a 34-degree capital with a 42-degree Aswan and a Wednesday forecast that held Cairo at 34 degrees under the same humid pattern. Egypt’s official State Information Service carried its own bulletin earlier in the season putting Qena at 38 degrees and Aswan at 40, evidence the swings have been running for weeks, not days.
Is Egypt’s Grid Ready to Skip a Third Blackout Summer?
Officials say yes, and they are spending real money to back that up. Egypt added roughly 2,200 megawatts of renewable capacity and 1,300 megawatts of battery storage to the grid this year, cut fuel use per kilowatt-hour below 170 grams, and kept LNG regasification vessels running at high efficiency while storing spare cargoes at the Damietta terminal for when demand spikes, according to a joint statement from Electricity Minister Mahmoud Esmat and Petroleum Minister Karim Badawi.
The ministries expect demand to climb 8% over last year’s peak, which they put at roughly 40,000 megawatts, and they are treating that threshold as the number to beat this year. Ministry of Electricity spokesperson Mansour Abdel Ghany went further in a television interview, saying flatly that there would be no electricity load shedding this summer and denying rumors of a household tariff hike, though he confirmed a 20% surcharge would apply to high-consumption commercial and service activities during peak hours.

Two Summers of Rolling Cuts Set the Bar Low
The bet only matters because of what came before it. In the summer of 2023, gas network pressure fell as consumption surged, and Cairo residents began reporting outages across several neighborhoods as temperatures pushed past 40 degrees.

Prime Minister Mostafa Madbouly told the cabinet that year, describing planned cuts that stretched into a national talking point, with the Egyptian Electricity Holding Company asking residents to avoid elevators to keep people from being trapped during outages. Egypt suffered severe rolling blackouts in 2023 and had to rely on foreign funding to stabilize its grid in 2024, with an Aswan lawmaker publicly warning of heat exhaustion deaths tied to cuts that ran up to four hours a day in the south.
Last summer’s numbers show why officials are nervous about round three. The grid climbed steadily through July 2025, and a Giza substation fire tied to the demand surge left residents without power for up to 12 hours after cabling failed under the strain.

The financial backdrop has shifted too. Egypt’s balance-of-payments deficit has narrowed to $1.8 billion on record Gulf remittances, giving the state more room to keep paying for LNG cargoes without diverting gas that would otherwise be sold abroad for hard currency, which was part of what strained the system in 2023 and 2024. Egypt’s own gas production stood at 3,214 million cubic meters in April against imports of 2,190 million cubic meters, according to the Joint Organisations Data Initiative, a reminder that imports still carry a meaningful share of the load.
Heat Doesn’t Wait for the Grid to Catch Up
The health stakes sit on top of the electricity math, not beside it. Last summer, a doctor identified only as Bardan told Xinhua that unaddressed heat exhaustion can escalate to heatstroke, and warned that chronic disease patients face outsized risk: heart patients from fluid loss and sudden blood pressure drops, asthma and COPD patients from heat-related air pollution, and hypertension patients from excessive sweating.
Those risks compound fast when the power goes out. During the 2024 cuts, an Aswan member of parliament warned of dozens of deaths from heat exhaustion in a region where outages ran up to four hours a day, and residents described losing water pressure along with the lights. Egypt’s population, put at more than 114 million in reporting from that period, means even a short, localized outage during a 40-plus-degree afternoon touches an enormous number of households at once, disproportionately the elderly and people managing medical equipment that depends on a working outlet.
That is the quiet argument for why officials are treating this year’s no-cuts pledge as more than a talking point. A blackout during a heat wave in Upper Egypt is not an inconvenience; it is the exact moment air conditioning and fans matter most, pulled away at the worst possible time.
The Rest of Summer Still Has to Prove the Wager Right
Saturday’s 42 degrees in South Upper Egypt is actually a step down from the 49-degree felt heat the EMA recorded in Luxor and Aswan in mid-July, and it sits close to the region’s typical July average of around 41 degrees under long-term climate norms compiled from EMA data. The weather itself is not the anomaly this year. The demand curve is.
The Climate Change Information Center’s own June warning left room for heat waves lasting up to 10 days apiece to keep arriving through August, meaning hotter, more punishing days than Saturday’s are still plausible before the season turns. Cairo has made it through June and most of July without the blackouts that defined the last two summers. Whether that holds now comes down to one number: whether peak demand stays under the roughly 40-gigawatt mark before August runs out.
