Savoye’s ODATiO Bet Comes Due at iHerb’s Riyadh Hub

Savoye’s 2023 shuttle wager is live: ODATiO runs iHerb’s Riyadh SILZ warehouse, opened in 2026 with CJ Logistics and a 15,000-order design.

iHerb opened a 40,000-square-meter fulfillment center in Riyadh on February 12, 2026. CJ Logistics runs the floor for the California health retailer. Savoye’s ODATiO warehouse software had been live since July 7, 2025, the first WMS implementation within a SILZ facility.

The ribbon came 27 months after Savoye sold the automation. Software went in first. The shuttles the customer listed at opening were the rest of that 2023 job.

Savoye Bet on Shuttles Two Years Before the Ribbon

On November 21, 2023, Savoye said CJ Logistics had hired it to automate iHerb’s Riyadh global distribution center. The French automation firm promised an X-PTS goods-to-person shuttle system, warehouse execution software, zone-to-zone fast picking, and packing lines that close, label, and sort orders into shipping lanes.

The design rate was 15,000 orders a day. Savoye called the site the first of its kind in the region and put X-PTS at the center of the pick path. Alain Kaddoum, managing director of Savoye Middle East, tied the job to Vision 2030 and to Saudi Arabia’s health-sector plan, not only to warehouse speed.

iHerb and CJ Logistics had already staged the commercial bet. On June 6, 2023, iHerb announced a Riyadh partnership with the Korean third-party logistics firm and said the center would sit in the new bonded logistics zone. Construction, it said then, would start in May 2023, with operations expected in mid-2024. The software did not go live until July 2025. The customer’s own opening was February 2026.

THE ROAD FROM CONTRACT TO RIBBON

  1. June 6, 2023: iHerb and CJ Logistics announce a Riyadh fulfillment partnership in the bonded zone.
  2. November 21, 2023: Savoye wins the automation job, including X-PTS shuttles and a 15,000-order design.
  3. July 7, 2025: ODATiO goes live on receiving, quality checks, SKU tracking, replenishment, picking, and shipping.
  4. February 12, 2026: iHerb holds the formal opening and lists multi-shuttle racking and zone-to-zone picking in the building.

That gap is the wager. Savoye took a Korean operator, a U.S. vitamin seller, and an airport zone still filling plots, and sold a shuttle warehouse before the zone had a working warehouse management system to show other tenants.

The Warehouse Ran on Software Before the Robots

Phase 1, Savoye said, was a digital base for iHerb’s mix of health products, which need traceability, quality checks, and tight stock rules. ODATiO took over inbound receiving, quality control, SKU-level tracking, replenishment, order picking, and outbound shipping. The Business Rule Engine let CJ Logistics change restock levels, trip value-added services, and switch pick methods without waiting on a new project.

JJ Woo, general manager at CJ Logistics, said Savoye adapted as timelines moved, “especially within the high-performance, fast-paced environment of Riyadh Integrated, SILZ’s first airport logistics zone.” The phrasing is polite. It also admits the plan moved.

Kaddoum said the two-step rollout let CJ Logistics start while the automation was still being tied in. Phase 2, in the July 2025 note, was due later that year and would connect ODATiO to X-PTS shuttles and zone-to-zone picking. Savoye did not issue a later completion notice. iHerb’s February 2026 opening did the job in customer language: multi-shuttle racking and zone-to-zone picking, plus packaging, already in the operation.

The region’s first advanced WMS going live within SILZ marks more than just a technological achievement. It is a powerful embodiment of our vision for the Zone, where we are not merely building infrastructure, but shaping a fully integrated ecosystem where innovation meets ambition. This milestone, achieved in collaboration with SAVOYE and CJ Logistics, is a testament to our commitment to creating the engine that will empower our partners to raise the bar on logistics efficiency and extend their reach from the heart of the Kingdom to serve global markets.

Dr. Fadi Bin Saleh Al-Buhairan, Chief Executive Officer, SILZ Company

Al-Buhairan was selling the zone as much as the software. A live rules engine on a health-products floor is what a later tenant can walk through. Empty sheds with tax flyers are not.

What iHerb Needed From a Riyadh Fulfillment Center

iHerb’s formal grand opening of its new fulfillment center put the customer, not the integrator, on the invitation. The site is Building 8791 on 105th Street inside the Special Integrated Logistics Zone. iHerb listed a 40,000-square-meter site, climate control, and cGMP-compliant handling. CJ Logistics operates it, as it has iHerb’s Incheon center since 2018.

Emun Zabihi, iHerb’s chief executive, said the Riyadh investment pulls stock closer to buyers, shortens delivery, and widens what can sit in local inventory. Zach Thomann, the chief operating officer, called CJ Logistics the way to keep service steady while the region grows. Juan Robledo, general manager for the Middle East and North Africa, said the region’s young, digital buyers are why a local hub beats a long haul from the United States.

Opening a fulfillment center in Riyadh marks an important step in expanding our global footprint and deepening our presence in Saudi Arabia and the broader Middle East. This investment allows us to bring products closer to our customers, improve delivery speed, and expand local availability while continuing to deliver the high-quality experience iHerb is known for worldwide.

The product mix is unforgiving. Vitamins, minerals, supplements, and other wellness goods spoil, cake, or lose potency in heat. A Riyadh user arguing in June 2026 about water stacked in the sun on ordinary lots was describing the default local risk. This warehouse is built as the opposite case: cooled rooms, batch tracking, and quality holds before a pick.

Riyadh is the ninth node in iHerb’s network. Six centers sit in the United States. The other international sites are Hong Kong, Incheon, and now Riyadh. All, iHerb said, run under cGMP or ISO rules in climate-controlled buildings. The company counts 15 million customers in 180 countries, 36 languages, about 3,000 staff, and nearly 2,000 brands.

SILZ Is Selling a Working Health-Products Warehouse

Riyadh Integrated sits 8 kilometres from King Khalid International Airport and 12 minutes from the cargo village. SILZ Company develops and runs it. The pitch on paper is fiscal. Tenants get 50-year tax relief and 100% foreign ownership, a 0% corporate income tax rate on qualifying zone work, and exemptions on VAT, withholding tax, and remittance tax. Customs duties and many import limits stay suspended on goods that remain in the zone or move in from a port.

GACA, the civil aviation authority that oversees the zone, used iHerb’s start to publish the scoreboard. Awwad bin Attallah Al-Sulami, executive vice president for economic policies and logistics services, said the authority had granted licenses to 17 investors in technology, logistics, and advanced supply chains. He put future investment at more than 4 billion riyals (about $1.07 billion) and leased area at 575,000 square meters, about 70% of first-phase leasable space.

WHAT TENANTS GET INSIDE THE ZONE

  • Tax clock: A 50-year relief period with 0% corporate income tax on qualifying zone activity.
  • Ownership: 100% foreign ownership, with no local partner required on the SILZ terms.
  • Customs hold: Duties stay suspended while goods remain in the zone or ride a bonded path from a port.
  • Airport link: A bonded corridor to King Khalid International Airport, 8 kilometres from the plots.

The neighbor list is the other half of the sale. SILZ’s own newsroom has since logged Lenovo’s plant groundbreaking, Chalhoub’s expansion, a Nokia collaboration, Rotortrade’s Helipark, a Jingdong Property supply-chain hub, and a DHL Supply Chain plan worth 130 million euros. Mohammed Alasseri, SILZ’s chief operating officer, had already named Shein, Unipart, and a SoftBank-Alat robotics venture among Phase 1 clients, with iHerb on that same roster.

SILZ marked iHerb’s opening on its official account, in English and Arabic, as a new piece of the Riyadh Integrated park rather than as a software story.

That is the second-order use of Savoye’s go-live. The zone needed a live, rules-driven health-products machine so the next tenant would see more than a tax table.

How ODATiO Hands Work to the X-PTS Shuttles

ODATiO is the warehouse brain. It knows what arrived, what passed quality, which SKU sits where, when to restock, and which pick method to run. X-PTS is the legs. Savoye’s shuttle aisle uses a patented dual-cradle lift that handles four containers a cycle and is rated up to 1,100 ins and outs per aisle per hour. Aisles can rise to 20 meters. Shuttles run in ambient rooms or down to -25C, and they take mixed totes, cartons, and trays up to 55 kg.

Goods-to-person stations keep the picker still. The shuttle presents the source container; the operator fills the order container. Savoye’s 2023 pack lines then close, label, and push cartons into shipping lanes. Phase 1 could run those process steps without the steel. Phase 2 is the steel talking to the same software.

WHAT THE TWO PHASES WERE BUILT TO DO

Piece July 2025 software go-live Design at full automation
Inbound and quality ODATiO receiving and quality checks Same rules, stock fed from shuttle aisles
Inventory SKU-level tracking and rule-based restock X-PTS storage and retrieval under those rules
Picking Pick methods set in the Business Rule Engine Goods-to-person stations plus zone-to-zone picking
Outbound Shipping from the WMS Auto close, label, and sort into lanes
Rate Not stated as a live throughput 15,000 orders a day, design target

iHerb’s opening note did not use the X-PTS brand name. It did name the two mechanical pieces Savoye had sold: multi-shuttle racking and zone-to-zone picking. Until Savoye posts a Phase 2 close-out, that customer language is the public record that the kit is in the building.

A 15,000-Order Target on a Growing Saudi Market

The 15,000-order figure is a design number from the 2023 contract, repeated in July 2025 as the rate “once fully operational.” It is not a published live rate for 2026. iHerb still described the Riyadh site as ramping when it cut the ribbon.

THE MARKET UNDER THE WAREHOUSE

  • 2025 base: Mordor Intelligence puts Saudi e-commerce at $27.96 billion.
  • 2026 step: The same house estimates $31.29 billion.
  • 2031 outlook: $54.87 billion, at an 11.92% CAGR from 2026 through 2031.
  • Site design: 15,000 orders a day if the shuttle warehouse hits the rate Savoye sold.

Kaddoum, in July 2025, used an older Mordor-style pair that ran to 2030. The current Mordor series is the one above. Either way the warehouse is a bet on local stock for a market that is still growing in double digits, not on air parcels from California for every bottle.

Savoye’s Middle East wager did not begin in Riyadh. The iHerb job is the one that now has a customer opening, a live WMS, and a zone operator using the building as proof. DHL, Jingdong, Lenovo, and Shein do not need a vitamin picker. They do need evidence that a special airport zone can host a high-SKU, rules-heavy floor without waiting on mainland customs for every inbound carton.

The 15,000-order target is still a target. The software has been live since July 7, 2025, and iHerb has been open since February 12, 2026, with CJ Logistics on the floor and shuttle picking in the customer’s own description. That is the bet that came due.

Frequently Asked Questions

What Is the Special Integrated Logistics Zone?

The zone, also called Riyadh Integrated, was created under Royal Order A/17 of October 10, 2018, and was previously branded the Integrated Logistics Bonded Zone. It has been operating since October 2022 beside King Khalid International Airport, with GACA as the licensing authority and SILZ Company as developer and operator. Qualifying work includes storage, value-added services, import and re-export, light processing, and related logistics.

How Does SILZ Treat Customs on Goods That Stay in the Zone?

Customs duties stay suspended on goods that remain inside the zone and on goods moved in from any port, including the airport, along bonded paths. The hold ends when stock enters the Saudi mainland, at which point duty and VAT apply. Temporary trips to the mainland for work such as maintenance can keep the suspended status, under the ZATCA rules for the zone.

What Is Savoye’s X-PTS Shuttle System?

X-PTS is Savoye’s lightweight-load shuttle aisle: horizontal shuttles on each level and vertical lifts that, on the dual-cradle design, handle four containers a cycle. Published ratings include shuttle speed of 3 meters per second, lift speed of 4.5 meters per second, mixed bins, trays, and boxes from 265 by 265 mm up to 820 by 620 mm, and pick stations Savoye rates at 300 to 700 order lines an hour.

Where Else Does iHerb Run Fulfillment Centers?

Before Riyadh, iHerb’s international network was Hong Kong and Incheon, with six additional centers in the United States. The June 2023 Riyadh partnership note said the new hub would hold more than 30,000 products for Middle East buyers. The 2026 company profile adds grocery, baby, pet, beauty, and sports nutrition alongside vitamins, from nearly 2,000 brands.
