Egypt’s Building Reconciliation Law: A New Chapter in Urban Development

The Egyptian Cabinet, under the leadership of Prime Minister Mostafa Madbouly, has taken a decisive step towards urban reform by approving the executive regulations for the Building Reconciliation Law No. 187 of 2023. This pivotal legislation aims to streamline the process of reconciling building code violations and legalizing the status of non-compliant structures, marking a significant shift in the nation’s approach to urban planning.

Simplifying Reconciliation: The new law simplifies the reconciliation process for building violations, offering a lifeline to property owners with non-compliant structures. It provides a clear pathway for legalizing buildings, ensuring that they meet safety and regulatory standards.

Transition from Old to New: Applications submitted under the previous Law No. 17 of 2019 will be seamlessly transferred to the new reconciliation committees established under Law No. 187 of 2023. This transition comes with the assurance that no additional fees will be required, and pricing for reconciliation will adhere to the rates set by the previous law, including any applicable discounts.

Addressing Grievances and Appeals

Second Chances for Rejected Applications: The executive regulations offer a second chance for those whose applications were previously rejected under Law No. 17 of 2019. With the opportunity to reapply under the new law, property owners can rectify past issues and align with current standards.

Streamlined Appeals Process: The regulations also introduce a streamlined appeals process, allowing grievances to be submitted to the new grievance committees within a specified timeframe. This ensures that all parties have a fair opportunity to have their cases heard and resolved.

The approval of the executive regulations for the Building Reconciliation Law represents a forward-thinking approach to urban development in Egypt.
